The fix is executed in a similar manner to the previous attempt, simply by editing the Need For Speed: Rivals executable found on your desktop. All you need to do is right-click the Rivals shortcut and select the properties tab, before adding the following line to the end of the Target entry after a space:
-GameTime.MaxSimFps 60 -GameTime.ForceSimRate 60+
